Yes, there's a government-grade software that you can install when you buy an iPad in Auckland. It's called Hidepad, and you can get it online over here:

http://hidepad.annics.com

This app is quick to install but effective as it uses VPN security (a tried and tested security configuration on PCs) to encrypt your iPad's internet connection.

It also supports anonymous browsing across New Zealand and automatically protects your Apple device from online hackers & malware.

By the way, I work in corporate security and have installed HidePad on all iPads connected to my enterprise network. I also have family members in Wellington and Auckland who use the same on their personal devices.
References :
It depends. Do u have all your apps and music anywhere else? If not I suggest using a program called Touch copy 11. It will backup all apps and music or videos from your iPad. Below is a link to this software
References :
//www.wideanglesoftware.com/

No you can't their is no way itunes recognizes your device as already being synced with another computer because it is. When you restore your computer its like a new computer. A way to put songs on it without erasing everything is to put songs in a playlist and then autofill. What you can do is backup everything and then restore then you should be good as long as it isn't jailbroken.
References :
You hook the iPad to your iMac. In iTunes, you click on your iPad and there is a checkbox for you to back up to iCloud. You need to have iOS 5 on your ipad.
References :
No one knows when the iPAD 3 will get released. Read the below source, I think the date would be sometime in the next year in 2012 according to the analysts.
References :
http://www.huffingtonpost.com/2011/09/19/ipad-3-release-date-2012-_n_969491.html
